Blasting Permit

Blasting or the use of explosives, within the city limits of Lee’s Summit is regulated and governed by the Missouri Division of Fire Safety, Sections 319.300 RSMo through Section 319.345 RSMo. Any Contractor / Developer or other authorized person intending to perform blasting operations within the City, unless otherwise exempted under the State of Missouri’s Blasting Safety Act 319.342 RSMo, Subsection 7, shall obtain a blasting permit from the Public Works – Engineering / Inspections Division.

A Blasting Permit application shall be submitted no less than five (5) days prior to the first use of explosives, unless such use impacts the normal flow of traffic, in which case the application shall be submitted no less than ten (10) days prior thereof. The permit application shall be accompanied by a fee in the amount indicated in the Schedule of Fees and shall contain detailed information about the blast location and the individuals performing the blasting activities according to Section 1010, I., Blasting Permits of the Design & Construction Manual.

In addition, the Contractor / Developer or person using the explosives shall be responsible for notifying the owner(s) or occupant(s) of any residence or business located within a scaled distance as outlined in Section 1010, I. All blasting shall only be conducted between the hours of 8 a.m. and 8 p.m. Monday through Saturday and will be monitored by a City inspector.
