To provide innovative leadership in defining and carrying out the community vision with high ethical and professional standards, providing professional services in a timely, consistent and responsive manner and applying sound planning principles in development review and long-range planning.

Summary

The Department is involved in both long-range planning and special projects, and administers the Unified Development Ordinance (UDO), which includes all the City’s zoning and subdivision regulations. The Department provides input into the review of applications for rezoning, special use permits, variances, development plans and subdivision plats. Long range planning efforts include preparing conceptual and future land use master plans, updating the Comprehensive Plan, compiling statistics and preparing population and development projections, and preparing annual development reports.

The long-range planning staff provides input on UDO amendments and support for the Planning Commission, City Council, Board of Zoning AdjustmentsCommunity and Economic Development Committee, as well as ad hoc Committees appointed by the City Council or Planning Commission.

The department administers the Community Development Block Grant Program (CDBG) and provides oversight over the First Time Homebuyer Program and Minor Home Repair Program funded with CDBG grants. The department also provides information to the general public, including realtors, appraisers, developers, contractors, citizens and others, regarding general and specific land use issues.
