Mission Statement
The Planning & Development Department strives to provide quality services to its clients and ensure sustainable and quality development by promoting community values and planning principles for the general welfare of the community.
Summary
The Department is involved in both current and long-range planning and administers the Unified Development Ordinance (UDO), which includes all the city’s zoning and subdivision regulations. Current planning includes the processing of applications for rezoning, special use permits, variances, development plans and subdivision plats. Long range planning efforts include preparing current and future land use plans, updating the Comprehensive Plan, compiling statistics and preparing population projections, and historic preservation.
The planning staff reviews all applications and accompanying plans and makes recommendations to the appropriate board. The department provides staff support for the Planning Commission, City Council, Board of Zoning Adjustments, Historic Preservation Commission, Community Development Committee, as well as ad hoc Committees appointed by the City Council or Planning Commission.
The department administers the Community Development Block Grant Program (CDBG). The First Time Homebuyer Program and Minor Home Repair Program are funded with CDBG grants. The department also provides information to the general public, including realtors, appraisers, developers, contractors, citizens and others, regarding general and specific land use issues.
