A working group met to discuss this topic. KPA determined that annual third party “ development customers” surveys typically earn the city high marks. (posted 8/5/10.)

KPA participants recommend: (1) a 101 process that would focus on “first time” developers and perhaps assigning an ombudsman to the project; (2) determine if the City’s ITS staff could create a password protected portal where experienced and new applicants can view on line where in the process their applications are; and (3) consider creating a “first timer” section on the development web site.

After review of Tischler Bise & Associates proposal to update the fiscal model, and in an effort to maximize the effectiveness of the city’s use of its funds, it was decided that further internal conversations and decisions need to be made regarding both future service levels and future land use alternatives before proceeding with the fiscal model revisions.

Carson Bise, President of TischlerBise and creator of the City’s long-term fiscal model held an informational presentation that included: A model overview that included update requirements for future use, especially in regard to the city’s evolving posture into redevelopment. A recommendation that the City Planning Director and Planning Commission use the model in conjunction with the City Finance Department in their land use deliberations to predict fiscal sustainability. LS360 recommends additional funds to accomplish the update and tweaking to accommodate redevelopment.

* The Land Clearance for Redevelopment Authority (LCRA) was reactivated to hear a the Licata Flowers application. This project will redevelop a deteriorating residential structure in the downtown area. The authority is in the process of preparing a strategic plan to guide future work.

* I-470 & View High Interchange improvements were approved in the recent November 2010 bond election. Improvements will be made when development occurs in the area.

Approval was received to enter into a one-year term agreement with Development Initiatives, LLC for the purpose of providing economic redevelopment strategies, funds to be allocated from the Economic Development Opportunity Reserve Balance.

The City of Lee's Summit has several economically underutilized areas that could benefit from a targeted reinvestment strategy initiated by the City. The City Council has determined that a primary goal must be to "Redevelop Underperforming Commercial Properties and Deteriorating Resenditial Neighborhoods" Due to recent fiscal constraints the full-time position targeted on redevelopment activities was eliminated from the City Manager's office. The presence of a professional redevelopment expert who can assist the City to develop strategies to encourage redevelopment in targeted areas in our community could be very helpful in meeting the City Council's goal.

* Lee's Summit Municipal Building Authority (LSMBA) was reactivated to facilitate the Arnold Hall redevelopment project.

The Arnold Hall site (Sherwood Manufacturing building) became listed on the National Register of Historic Places in November 2010. MBA submitted an application to the Missouri Development Finance Board in November 2010 for state tax credits for the project. The application was not approved.

Funding is reserved in the Economic Development Opportunity Fund (3/11/10 CC meeting) for market analyses and financial feasibility studies at three of the four locations and for a land use plan to be created for the M-150 Corridor.

The Planning Department, LSEDC, Director of Development, and the City Manager held meetings to establish priorities to identify candidates for both development and redevelopment. Staff presented to CDC on the topic on December 23, 2009 identifying four primary areas: I-470 Corridor, View High to Pryor Road; M-291/50 interchange and surrounding area, M-150 Corridor and 50 Highway East Annexation Area. Staff recommended all four areas be approved as key developable areas by the council. Contract for an M-150 master plan was approved by the City Council on 4/21/11. Funding for market studies for View High and M291/50 are recommended in the City Manager's budget for FY2012. M150 Master Plan was created in FY2012. It is waiting final approval.

North Star Destination Strategies was in Lee's Summit from June 20 through June 23, 2011 interviewing residents, businesses and other stakeholders to learn more about the community as part of the creation of a community branding study that is underway.

North Star Destination Strategies and LS360 presented the BrandPrint recommendation to the City Council for input and feedback on September 1, 2011. This primary brand message will serve as the starting point in the creation of a strategic branding campaign for the Lee's Summit Community.

City Council approved funding on April 7, 2011 for North Star Destination Strategies to assist in creating a community branding campaign. The study will begin in May and is expected to take six months to complete.

A working group formed to revisit the topic of creating a brand for the City. A Facebook page (http://www.facebook.com/brandLS) is gathering input from the public about what makes Lee's Summit so great. Discussion regarding the creation of a community brand was held at the June 10, 2010 City Council work session. The group received support to continue their work. Councilmember Gray and Councilmember Hofmann will serve as liaison to the group. Public education presentations on branding have been given to community groups. Input is being sought from the public at the meetings and through Facebook. City Council approval was given on November 11, 2010 to issue an RFP for professional assistance with the effort.

The City held its first-ever communitywide Education Summit at University of Central Missouri - Summit Campus on Saturday, June 12, 2010. Working groups formed to futher refine strategies and action steps resulting from the discussions at the summit.

36 attendees including representatives from over 16 organizations. Guest Speakers were Debbie Goodall and Pat Lees, MCC – Business & Technology The participants reviewed responses to survey questions on education-related challenges and opportunities facing the community. Education Diversity Working Group was established as a result of the first Education Summit. Its charge is to prepare a recommended action plan that will identify and establish support for sustainable diversity programs/processes that increase intercultural communication within the community and improve cultural understanding and acceptance.

Meetings were held in August and September. The following tasks were approved by the group: • Define diversity. • Identify the current primary diversity issues and factors affecting such, and to engage in an effort to communicate with and educate stakeholders about diversity facts and challenges. • Research best practices of other communities related to diversity. • Discuss possible diversity programs/processes to actively recruit a diverse workforce and provide training for schools, businesses, and other organizations within the Lee’s Summit community. • Seek collaborative opportunities and/or partnerships aimed at creating open dialogue regarding diversity. • Foster a collective commitment among stakeholders in an effort to embrace diversity throughout the Lee’s Summit community. After some discussion, the degree of overlap of these goals with those of the diversity efforts within the LS360 Quality of Life (QoL) KPA led to the conclusion that this working group should be combined with other citywide efforts in the short to mid term. It is the intent of this working group that a subcommittee particularly focused on diversity within the education arena will reform within the more comprehensive QoL diversity efforts.

Meetings have been held monthly beginning in August 2010. The primary tasks of the group are: • Identify the current primary funding sources and factors affecting such and engage in an effort to communicate with and educate stakeholders about education funding facts and challenges. • Identify alternative revenue sources, assess their feasibility and project fiscal impact. • Identify and recommend collaborative funding opportunities and/or partnerships aimed at increasing revenues and/or reducing expenditures. • Promote economic development that leads to increased revenues for all taxing entities and eases the burden on individual taxpayers. They are currently working on preparing brief report on the status of public funding for education to better inform the public of the trends in public education funding and recent cost containment efforts by the educational institutions. The Human Services Advisory Board held the City's third Nonprofit Summit on October 5, 2011 at the Gamber Center. The focus of the subject was the coordination of space and resources among nonprofits in the community.

The Human Services Planning Committee held the city’s first Nonprofit Summit on Monday, August 30 at the Gamber Center to provide nonprofit organizations, faith-based institutions and other important stakeholders the opportunity to discuss community needs, distribute fund-raising information, coordinate resources and ideas and promote networking within the community. Seventy-two people representing 49 organizations attended the event.

Ms. Melinda Hadley-deBoer facilitated the meeting, and Ms. Staci Addison, a fundraising consultant for not-for-profit organizations, provided many important and useful tips about fundraising.

The Health Education Advisory Board (HEAB), under the leadership of Dr. Stephen Salanski and Dr. Ed Kraemer,received funding from the Greater Lee’s Summit Healthcare Foundation to establish a MetroCARE – Lee’s Summit, based on the successful metropolitan model in use by Kansas City and other metro areas.

Based on the model, local primary and specialty physicians and hospitals agree to provide care for a set number of uninsured patients every year through this model. The City of Lee’s Summit’s government access channel is now available over AT&T U-verse TV – making us the third community in the area broadcasting programming on the service’s Public, Educational and Governmental (PEG) channel. AT&T U-verse TV customers throughout the Kansas City market area can view Lee’s Summit City TV.

The City holds 'Stream Team Cleanups' on a regular basis. The next Stream Team Cleanup will be held on November 5, 2011 at Cedar Creek along Hartman Park.

The City of Lee's Summit works hard to not only improve City infrastructure, but also the environment around that infrastructure. As a result, the Public Works Department has organized a Stream Team to collect litter from the banks of local waterways. The goal is to combine the efforts of Public Works staff and residents to clean up the banks of a local waterway twice a year; once in the early Spring and again in the late Fall. In an effort to support America Recycles Day, the City hosts an annual internal "Clean Your Files" Day. On the Friday closest to November 15, the City encourages staff to go through their desks (drawers and all) and recycle everything they don't need. The City of Lee's Summit is creating an Outdoor Classroom in and around the island at the North Recycling Center. Flower beds, a vegetable garden, a rain garden, two rain barrels, and a compost bin are currently demonstrated on-site, along with artwork made from recycled rebar, street signs, and glass bottles.

In addition, several informational signs are posted at the Outdoor Classroom that describe the benefits of and purposes for all of the environmental features demonstrated on-site. As funds become available, the Outdoor Classroom will be completed with more flower beds, an herb garden, and benches. The first flower beds were planted in August 2009 by the Junior Stewards Club and the rain garden was planted in May 2010 by Boy Scout Troop 195 as an Eagle Scout Project (photos below). The Adopt-A-Street Program recognizes the commitment of volunteers to keep our City's roadways free from litter and debris.

Individuals, community groups, organizations or business owners are invited to participate. Volunteers who adopt a minimum of one mile of road, and conduct litter pickup at least four times per year, will receive recognition on two Adopt-A-Street signs posted on each end of the adopted street segment and with a Certificate of Appreciation.
