Summary
Strategic planning was first recognized in the early 1990's by the leaders of Lee's Summit as a vital process in guiding the development and growth of the city. Enlisting citizen involvement in identifying a vision for our community has been an integral part of establishing community priorities since that time, and the process has helped in the allocation and prioritization of important City resources to ensure Lee's Summit becomes the community desired and envisioned by its residents and stakeholders.
Lee's Summit 360º: Charting Tomorrow (Lee’s Summit 360⁰) marks the third strategic planning process for Lee's Summit. Lee's Summit 21st Century, the first strategic plan, was completed in 1993, and an update to the original plan was adopted in 1998. These first two strategic plans resulted in a number of accomplishments including the development of funding mechanisms for needed road and infrastructure improvements, a Police Station, City Hall, Gamber Center, Legacy Park, and Downtown Revitalization. It also spurred the creation of various community-oriented committee groups such as the Arts Council, Health Education Advisory Board and the Human Relations Commission.
In 2008, the third citizen strategic planning process was initiated. This "Lee’s Summit 360º: Charting Tomorrow" process included the participation of more than 200 stakeholders of the community. With the assistance and facilitation of the National Civic League (NCL), and over the course of almost a full year, a new vision for the community was fully articulated in a new strategic plan for Lee’s Summit. The document was adopted by the City Council in August 2009. It contains goals and objectives for each of six identified Key Performance Areas (KPAs): Education, Economic Development, Local Government, Health and Human Services, Quality of Life and Transportation. These goals are to be implemented over a 10 to 15 year period through the oversight and guidance of the Implementation Committee.
Role
In September 2009, The Lee’s Summit 360º Implementation Committee was established through Resolution 09-19. The committee is comprised of 15 members appointed by the mayor who are charged with facilitation and guidance of the implementation process of the Lee's Summit 360º Strategic Plan. NLC identifies the key roles of the committee as follows:
- Serve as a committee to provide assistance throughout implementation
- Serve as a partner with key implementers
- Provide communication updates to community on progress
- Act as a convener when necessary to address implementation issues with the plan
The strategic plan adopted by the mayor and city council will serve as this committee's guide, as it contains a list of ideal goals that the City and its partners would like to accomplish over the next 10 to 15 years. It is recognized as both a dynamic and flexible document, and over the next decade or two, it will be used by this committee and the stakeholders as a general roadmap to assist in creating the ideal community where all Lee’s Summit residents, visitors, and businesses can live, work, and play.

Implementation Committee updates are given to the City Council quarterly.

The City would like to express its appreciation to the Truman Heartland Community Foundation (THCF) for its generous support of the Lee’s Summit 360: Charting Tomorrow strategic planning process. THCF funding allowed for the facilitation by the National Civic League, whose experience and oversight helped to bring about the tremendous community support for the process and continued civic engagement in community-wide issues. Without THCF’s support, Lee’s Summit 360’s successes to date would not be possible.
