Public Works Department Receives APWA Re-accreditation

The City of Lee’s Summit is proud to announce the Public Works Department has been awarded national re-accreditation for its continued compliance with industry-wide management practices and procedures by the American Public Works Association (APWA).

“Achieving re-accreditation is a tremendous achievement for our 110 Public Works Department employees and demonstrates the superior level and quality of services of these dedicated City employees,” said City of Lee’s Summit Public Works Director Chuck Owsley.

The official announcement was received July 6th, from APWA Director of Credentialing Ann Daniels. In Daniels’ July 6th e-mail congratulating Lee’s Summit, she said, “Chuck Owsley, Director, Bob Hartnett, Deputy Director, and Wendy Hershberger, Accreditation Manager, as well as the entire team did an outstanding job. Not only were their practices all fully compliant, they had seven model practices!”

This is the department’s second re-accreditation process with the APWA since the department originally received the coveted accreditation in 2004. The Lee’s Summit Public Works Department was the 16th agency in the nation to receive this recognition. Currently, there are approximately 81 public works agencies in the nation with this accreditation.

The objectives of accreditation are to:

  • create impetus for organization self improvement and stimulate general raising of standards
  • offer a voluntary evaluation and education program rather than government regulated activity
  • recognize good performance and provide motivation to maintain and improve performance
  • improve public works performance and the provision of services
  • increase professionalism
  • instill pride among agency staff, elected officials and the local community

The Public Works Department voluntarily applied for this process several years ago to provide a means of verifying and recognizing how the City’s procedures and processes measure up to industry standards. Those standards are based on the APWA’s Management Practices Manual and covers all areas of public works services, such as administration, engineering, street operations, airport, solid waste and customer service.

The department’s staff has been preparing for the re-accreditation process for more than a year. As a part of this process, the department’s staff had to comply with 36 chapters governing all facets of public works activities. Staff members served as chapter leaders and were responsible for documentation outlining how the department complies with the recommended practices. The City’s Public Works Department was found to be fully compliant with all of their practices and as well as have eight model practices.

This process culminated with the onsite assessment to determine if the City’s policies, practices and procedures meet or surpass national standards conducted by three members of APWA on June 10th – 12th. The City’s Public Works Department was found to be fully compliant with all of its practices as well as have eight model practices.

The department’s efforts were co-chaired by Deputy Director of Public Works Bob Hartnett and Public Works Management Analyst Wendy Hershberger. The re-accreditation is granted for a four-year period and the next re-accreditation process will begin in 2016.
